How operator licensing works

This overview helps you read directory records. It is not legal or compliance advice; official guidance and the recorded licence remain authoritative.

Goods vehicle licences (HGV)

A goods vehicle operator’s licence is generally required when a business uses qualifying goods vehicles in connection with a trade or business. Restricted licences cover carriage of the operator’s own goods; standard national and standard international licences allow broader activity.

Public service vehicle licences (PSV)

A PSV operator’s licence covers qualifying passenger services for hire or reward. The licence categories and detailed rules differ from goods vehicle licensing, so PSV records should be read against the dedicated official guidance.

Traffic areas

Great Britain is divided into eight traffic areas. An operator may hold separate licences where it has operating centres in more than one traffic area, which is why one company can appear under multiple licence numbers.

Authorised and specified vehicles

The authorised figure is the maximum recorded authority for the licence or centre. The specified figure is the number of vehicles recorded against it at the snapshot date. The difference is not, by itself, evidence of inactivity or a compliance issue.

Continuation dates

Goods vehicle licences remain in force subject to their conditions and a five-year continuation process. A continuation date is a useful reminder, not a prediction that the licence will end on that date.
